I also had this problem frequently. Is difficut to reproduce, but happen when I copy text from firefox, then paste to Libreoffice (ctrl+V or directly from menu) -> work, but the text is formatted.... UNDO... and then I try to paste the same text unformatted: (ctrl+shift+V or directly from menu) the paste special windows not appear at all.
