@mpt I think it's simpler to be consistent if we follow the GNOME 2 HIG
and don't show ellipses for Preferences/Settings. A decent amount of the
time I open a Settings window is just to look around and see what the
current configuration is. Having the extra ellipses dilutes their effect
if too many items have it.

It's also a problem as there's a large amount of apps that will need
patching unless your proposal gets into the GNOME 3 HIG.
