Public bug reported:

The upgrade tool claimed the "ubuntu minimal" package wasn't available,
and asked me to send this report. The reporting tool said update-manager
wasn't Ubuntu software until I stopped the update and it reverted
changes. I believe the other required information is already included in
the attached data.
