I'm pretty sure I am experiencing the same thing. I had the exact same symptoms before I upgraded to Oneiric this morning, and now simply unplugging the webcam (or, in my case, selecting a different audio device, exiting Sound, opening it again, and selecting the webcam again) fails to solve the situation. When I unplug it now there is a short period of time when all sound is broken, no devices listed under any category for pulseaudio. After many seconds it comes back up with all the expected devices, but without the webcam listed under Inputs. It is listed under Hardware, and says that it has Mono Input, but there is no entry in Inputs for it.
So it seems possible that the upgrade to 11.10 has made this problem worse. I have not yet tried the kernel patch above.
