The error_log contains:

As cupsd is running as root it should have access to all local file
systems. Can it be that you have mounted your /var on a remote machine?
You should make sure that either the local "root" can write-access the
remote file system or you should not mount /var on a remote machine.
If you are not sure, post the output of the command
df -h
here.
