This needs to go back John et al, but my hunch of what should happen
when the Dash is open is:
1. Tab/Shift-Tab should advance around widgets/items within the current scope
("tab"). As it does in all traditional toolkits.
2. Ctrl-Tab/Ctrl-Shift-Tab should advance around the scopes in the panel. As
it does in other tabbed/MDI interfaces.
