Actually, I think that was the real bug.  That state should not be
possible.

11.10 seems to fix it by getting rid of the "Enable assistive
technologies" checkbox.  (The underlying setting can still be out of
sync if you're in that state when you upgrade.  But it will fix itself
if you toggle the Orca setting).
