In ccsm navigate to Desktop>Ubuntu Unity Plugin>Behaviour. The option
Revel Mode allows several ways to show the Launcher. I can get the top
corner to work if I move the mouse pointer to the top left and then move
it down the left margin a short way. The bottom left corner works as
expected simply by placing the mouse pointer in the bottom left corner.

Given the 'busy' top left corner I actually find the move to corner and
stroke the left margin to be very useful and if not designed please
consider retention before 'debugging' it. It avoids mis-selecting the
close button for example.

I have Revel Mode set up for TopLeft,BottomLeft and with the stroke
tweak for TopLeft find it very satisfactory.
