Public bug reported:

When logged in to the Gnome session, proxy settings don't seem to work.
I am using a SOCKS proxy set up through ssh (I connect to the remote
system with 'ssh -D 1080' and then set the socks proxy to
localhost:1080). Chrome and Firefox behave as if nothing is the matter,
but a "what's my ip" site confirms the proxy isn't working.

I can verify that the proxy is working by using firefox' manual proxy
configuration, and also because it works fine when I log in to the Unity
session.

Extra information that may be relevant, or not: under both gnome and
unity, epiphany says "Cannot resolve proxy hostname ()" when the proxy
settings are turned on.
