A (most probably temporary) solution to the problem would seem to involve enabling the Window Rules plugin in the CompizConfig Settings Manager and adding the rule "title=Dash" for the Above match. It worked for me, and also caused the Tab Switcher to behave properly again during (and after running) full-screen applications.
