Did you upgrade from a previous version of Ubuntu to 11.10?

I also found that the Launcher would not show when I'm running things
like Firefox and Thunderbird, which run full screen. I seem to have
fixed the problem like this:

(1) Install the compiz settings manager (as root) from a terminal:

aptitude install compizconfig-settings-manager

(2) Run compizconfig-settings-manager. I did that by holding down the
super key (Windows key) to bring up the Launcher, then using the search
facility of the Launcher to find the compizconfig-settings-manager
application.

(3) In compizconfig-settings-manager, click on "Ubuntu Unity Plugin".
Change the setting "Hide Launcher" from "Dodge Windows" to something
else. Then change it back to "Dodge Windows".

I don't know why changing "Hide Launcher" back to "Dodge Windows" fixes
it. Perhaps the configuration format for compiz has changed between
Ubuntu versions? (I have had trouble like this with compiz before. See
#576696.)
