The "dynare-matlab" package is only for machines with MATLAB installed,
as explained in the description of the package.

So I don't think that the problem you are reporting is a bug. You should
not have installed this package in the first place if you don't have
MATLAB, and you should uninstall it now.

If you want to run Dynare with GNU Octave instead, the "dynare" package
is what you are looking for.
