It's a bug because it's done that way on every other Ubuntu flavor, on the same machine. There is a clear and obvious pattern and one of them is doing something different and unpredictable. I also personally am not a fan of swap, but the installer still creates it by default. I imagine this is partly because hibernation is disabled otherwise.
