Log in to Unity (I use the 2D version)
Alt+F1
Enter
"System settings"
Enter (or, if like me, you have KDE installed, use the mouse to select the 
second identical sysem settings icon :).

A _second_ "System Settings" icon appears in the dash for a few seconds.
Ideally, this shouldn't happen.
