Ah, I think this bug is of my own making and is invalid.  I think 
suppress-logout-restart-shutdown used to have a subtly different meaning in 
that it disabled the 60 second delay on shutdown and I had set it for that 
reason.  I see now that it worked by disabling the dialog.  The two machines I 
see the problem on are an upgrade and a new install, but keeping the home 
partition, and this flag is set on both of those.
