I downgraded to nvidia-current_275.09.07-0ubuntu4_amd64 (from 280) and still observe horribly slow window dragging. I don't see any tearing, but window movement lags the mouse by 1-2 seconds. I have an onboard Quadro NVS 210S (according to lspci) and employ two displays (twinview). Everything worked fine with 11.04 and it broke with the upgrade to 11.10. :)
