After some reflection, I think my previous post is not relevant to this bug. 
I am however able to reproduce the original behavior ("Enable Mobile Broadband" 
becomes unchecked at reboot), also on my 32 bit netbook.

 $ lsb_release -rd

$ apt-cache policy network-manager-pptp-gnome
network-manager-pptp-gnome:
