If you experience that behavior Oneiric (where it should not be
possible) it does sound like ~/.profile is not read, so you probably
should get that fixed.

But if you are the only user, even without ~/.profile you should be able
to get the desired combination by clicking "Apply System-Wide" from the
"Language" tab in Language Support.
