Thanks for reporting this issue!

Actually the changed regional formats setting is probably saved as
expected the first time too. I suppose that in step 5 above, Dutch was
pre-selected without a need for you to change anything after you had
closed and restarted language-selector, which should confirm my
assumption.

The issue is that it spits out that error message in the example box on
the "Regional Formats" tab when it should not.
