You have been subscribed to a public security bug:

newly installed 11.10 system with all updates applied yesterday via apt-get.
after logging in, this session, the upgrade dialogue popped up and reported 
that there were 10 updates available. fine i thought. let's go. clicked to 
proceed but there was no prompt for my root password. the updates were just 
applied as if i had provided it.
if i open a terminal and issue an apt-get update as a regular user (same user 
as i was logged in with when this behaviour occurred) it throws an error.
odd.
