I'm having the same problem. This is a serious show stopper for me as I use VPNs extensively for work.
First I dist-upgraded from 11.04 and found I couldn't add a new VPN (The add dialog freezes immediately on clicking "Create" as described above), so I tried clearing my profile (moved /home/pest to /home/pest.old, created new /home/pest with contents from /etc/skel) but it still didn't work, then tried installing from scratch from CD and it's still not working. In each case the network-manager process does not respond to "kill" but can be killed with -9. Load does not increase noticeably, so it does not appear to be stuck in a loop or anything. Doesn't seem to matter if it's 32 or 64 bit. Dist-upgrade was 32 bit, reinstall was 64 bit, symptoms were identical.
