I also suffer form this problem where update manager will install updates upon clicking 'Install Updates' however this is done without requesting the administrator password.
There is nothing special about my machine, just 11.10 upgraded from 11.04. Software centre and synaptic do request administrator passwords. As this is a shared computer, this problem is of some concern. Changing the the 'Software Sources' via the Update Manger 'Settings' button does prompt for the admin password.
