This is what I know right now which is rather out dated and it does show that according to his time-line it should be done, but deadlines can be hard when dealing with so many peices of code that need to be implemented. https://live.gnome.org/JoaoPauloRechiVita_Telepathy_OTR But I am also pretty sure that the code for Telepathy.Gabble was completed to support OTR. I think he was bogged down when he started trying to integrate it into Empathy.
