I can reproduce this bug; see the attached screenshots. The windows are rendered on top of the dash, and also on top of the alt+tab dialog. However, you can "click through" them, and the dash also has keyboard focus.
For me, I can reproduce this 100% with maximized windows, and most of the time with normal windows. My graphics are intel i915.
