Automatic connection of 3G and VPN isn't currently supported in
NetworkManager. We already have a tracking bug for this: bug 848164. As
such, I'll mark this one as a duplicate of it.
As for the Enable Mobile Broadband checkbox, at this point it only
really shows the current state of the 3G device for powering up or not.
It cannot (yet) be used to enable the modem. There's more info about
this on the upstream bug (see links in bug 848164) and on the
NetworkManager mailing list.
