This is exactly the same behavior I see in a fresh 11.10 64-bit install
with TrueCrypt 7.1.

can be 'ok' with expecting the user to know this - let alone how to work
around it.

Surely there is a better way than to have Unity fail silently leaving
the user wondering what went wrong.

When an application attempts to add a tray icon to the panel why can't
the user be presented with a dialog explaining what's happening?  The
dialog could read something like this:

--- begin dialog ---
"The application you've installed [TrueCrypt] is attempting to add itself to 
the notification area. This application doesn't meet the high standards that 
have been established for indicators and as a result will not be displayed. 
However, some applications may rely on functionality exposed by their 
notification icons. We can attempt to whitelist [TrueCrypt] so that it will 
appear but cannot guarantee that it will function as expected. Would you like 
to do this?"

[Yes, please show TrueCrypt in the notification area] [No thank you]
--- end dialog ---

Yes? The user is given important information and offered a solution -
THAT's helpful software. Failing silently = FAIL.
