There are two separate bugs being described here as I understand the bug report and its comments.
The original report is that the French documentation is not translated at all, and the report in comment 3 is that the text "Ubuntu Desktop Guide" in the navigation trail is not translated in Finnish (and other languages). The first bug is caused by the fact that the French translations of the documentation have not been done by the translation team - that's not a bug with ubuntu-docs, so please contact the French translation team about this. The second bug could be a problem with yelp-tools, so I'll reassign the bug.
