In fact I very rarely move a window. I usually have windows maximised to screen size and run different apps on various virtual desktops. I have set Unity to have 9 virtual with 1 desktop configured.
I can also confirm the problem exists on the Intel video as well. Because it just happened. (82G33/G31 Express Integrated Graphics Controller) The orange rectangle though has the same appearance like a window being resized larger. When I move a window the color and transparency doesn't change. But it does when I resize a window. Hope it helps.
