Public bug reported:

If installing Ubuntu using Simplified Chinese as the default language,
it has been discovered that the Power Settings tool inside of System
Settings is not fully translated.

On a laptop the phrase "When the lid is closed" is still in English.
The rest of the tool appears to be properly translated.

To reproduce:
Make sure this is done on a laptop so the issue can be clearly seen.

1) Install 11.10 using Simplified Chinese as the default language.  Ensure all 
language packs are installed for zh_CN
2) Open up the Power Preferences either via system settings or the panel applet 
in Unity.

Actual results:
The phrase "When the lid is closed" is still in English.

Expected results:
The phrase should be translated to Simplified Chinese.
