My apologies. This was resolved in Question #174789. It should be
classified as "notabug." In ~/.config/autostart there was a file called
"Network.desktop" and in that file a line reading "Exec=nm-applet" that
should not have been there. I suspect KDE put it there because there was
NO applet in KDE, so I added one. Anyway, removing that line in the file
fixed the problem.
