Public bug reported:

After switching some apps (tried with Firefox and Terminal) into the
full screen mode by pressing F11 the Unity panel and dash are no longer
accessible:

- moving mouse to the left side of the screen doesn't reveal the panel
- bringing up the dash with the Super key draws it over the app but input focus 
remains within the app: you can click links in Firefox through the panel

This looks somewhat like bug #708163 but that one is fixed so I decided
to open a new one.
