I tried this "daily" 3.1 kernel:
http://kernel.ubuntu.com/~kernel-ppa/mainline/daily/2011-10-21-oneiric/

and this release candidate kernel (3.1.0-rc10):
http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.1-rc10-oneiric/

I see this problem appear under both kernels: after a suspend, pad is
unresponsive and I need to rmmod psmouse; modprobe psmouse to reenable
it.

I'll be attaching apport information as it seems I'm now the sole tester
for this problem :) and to be complete, we're observing it also on a
Studio XPS 1340. Looking at dmesg it appear to have the same Synaptics
touchpad as the Vostro V13 (though I haven't looked at other Dells we
have to determine if the same touchpad is working on *different*
systems).
