Finally, i re-installed all from scratch without specifying my old home 
partition.
Then the upper-right icon (gear) appeared.

When I edit the fstab to use my home partition, the gear disappeared.
So I returned to the preceding working situation, without home partition.
I saved my home partition to a new place.
I formated my home partition.
I moved the standard /home to that partition.
And restart : the gear was in the upper-right corner.

Then I reinstalled all my data and programs.
And I am finishing setting-up all my utilities (firefox, thunderbird, accounts, 
etc.

It is very time-consuming but all work fine.

So here is my recommendation : 
when there is a new version of ubuntu,
 NEVER UPGRADE !
ALWAYS REINSTALL FROM SCRATCH !
