Actually you can use Ctrl+J or the Playback → Jump to playing song menu item to jump straight to the currently playing song, and then rate it.
But yes, it would be nice to have some way to rate the currently playing song, rather than the currently selected song. I don't see any way to implement this in an intuitive manner though.
