Public bug reported:
Sometimes upgrade fails to complete for unknown results (power outage,
hw/sw bug, bored user). This may lead to system that fails to boot at
some point. Ubuntu should detect if there is such situation during boot,
as early as possible, display nice message to the user, resume the
upgrade and then continue to boot, or reboot.
