Public bug reported:

The NetworkManager plasmoid lets the user add and edit VPN connections
even if the plugins are not installed. No error message is shown and the
user would suggest that setting these option(s) is all he has to do to
access a VPN. But he hast to install the plugin, too.

I can see two solutions:

1) Let the VPN-Tab available but show no settings but a notice that
additional packages have to be installed.

2) Let the VPN-Taba available and as soon the user tries to set up a
specific VPN derivate the needed package  could be installed
automatically (as for example the codec installation).
