This should be confirmed.  A simple search with Google reveals a lot of
people with the same problem:

I have this problem with the Concordia University Wireless network
(Montreal).  A user provides a workaround:

Essentially, everybody says that NetworkManager does not provide the
features required to connect LEAP/PEAP/TTLS.
