Is there a reason why this is marked incomplete?
It's my understanding that if something is marked incomplete there should be a
request for more info, so we can make it "complete". Simply marking an entry as
incomplete without specifying what's missing defeats the purpose of that status.
Other status changes exist to reflect what the actual problem is.
