Public bug reported:
Developer's notes to translators (string 2400 in Rosetta) say that names
for LV-DA and LV-DGV (Daugavpils) are the same.
But in accordance to ISO 3166-2:LV the name for LV-DA "Daugavpils" (in
Latvian/in Russian -- Daugavpils Apriņķis/Даугавпилский район) differ
the name for LV-DVG "Daugavpils" (Daugavpils/Даугавпилс).
This is true to strings 2403 (Jelgava), 2407 (Liepāja), 2413 (Rēzekne), 2414
(Rīga), 2420 (Ventspils). Please divide them.
