I totally agree with #82 that someone should be looking at this issue
since it has been going on for so long.  After, searching I decided to
look at an online lesson on Linux servers.  In that video, I found the
"tasksel" command and found that the KDE desktop was not fully installed
on top of Lubuntu.  So whatever package was missing from the previous
install, had cause my issue.  I can now shutdown/reboot/logout.  I could
not tell you what was missing but it now works without having to
"reinstall".  I filed a bug report earlier but the developers really
should look at this in order to make this version better.
