I can confirm this is happening to me in 11.10 as well. I did not have this issue in 11.04. Just to add to this, the problem only seems to occur for new Chrome windows. I can fix it for a single window and then toggle in and out of full screen mode and it will continue to function correctly. As soon as I close the window and open a new one I am back to the same problem. Here are detailed instructions on how to repeat:
