In fact, to test my own theory here, I've just tried merging zh_CN from ubuntu/natty/gnome-user-docs with ubuntu-docs/oneiric, and unfortunately very few translations were achieved. I have to say that I don't really know why that has happened, because as far as I am aware, the actual documentation is reasonably similar. I tried merging the translations both using Launchpad and using msgmerge and got the same result.
