I observe a similar problem. Initially I had been updating from dapper
beta --> dapper drake --> edgy beta --> edgy eft --> feisty beta -->
feisty fawn, and with this 'vi' pointed to the version of Vi where the
arrow keys and I for insert mode were working as it should.

Then, I removed my existing installation and did a fresh install of Edgy
Eft. Then, without installing any other packages I upgraded the fresh
Edgy install to Feisty Fawn. After the upgrade was done, I found 'vi'
wasn't behaving as it did, i.e., the arrow keys and I for insert were
not working. I remember hearing this to be vi.tiny from Debian people.

I tried tracking the sym-links of the 'vi' command and it was as below,

/usr/bin/vi --> /etc/alternatives/vi --> /usr/bin/vim -->
/etc/alternatives/vim --> /usr/bin/vim.tiny

The weird behavior in this is when the command entered in bash is 'vi'
it points to be odd behaving Vi, which follows the above vicious links
to end in vim.tiny. But when I enter vim.tiny as the command, I get a
vim.tiny where arrow keys and I for insert works.

I tried changing all these vicious links and point /usr/bin/vi directly
to /usr/bin/vim.tiny, but still it did not work and further fiddling
with the links messed the whole vi group so i made them back as they
were. So, i concluded that the 'vi' command is actually picking up
something else which is in the PATH before picking vim.tiny as it
should.

And just moments ago, I checked with Aanjhan on whose system (upgraded
from dapper --> edgy --> feisty as I was) the /usr/bin/vi points to
/usr/bin/vim.gnome, but I do not have anything called as vim.gnome
having been installed.
