Pardon me if I'm being newbish, but even though this says a fix was released, I'm still running into this bug.
$ sudo aptitude install bitlbee-plugin-otr The following NEW packages will be installed: bitlbee-plugin-otr 0 packages upgraded, 1 newly installed, 0 to remove and 0 not upgraded.
