Sadly, I'll have to rescind my previous comments.
Linux targa 3.0.0-13-generic #21-Ubuntu SMP Mon Oct 17 20:18:51 UTC
2011 x86_64 x86_64 x86_64 GNU/Linux

when booting with the webcam connected I see:

[   18.163051] rtl8187: wireless switch is on
...
[   18.223276] uvcvideo: Found UVC 1.00 device <unnamed> (046d:09c1)
[   18.245242] input: UVC Camera (046d:09c1) as /devices/pci0000:00/0000:00:13.
5/usb1/1-1/1-1:1.0/input/input7
...
[   50.981104] usb 1-1: USB disconnect, device number 2
[   52.552047] timeout: still 1 active urbs..
[ 53.808057] rtl8187: wireless radio switch turned off
[   53.808148] wlan0: deauthenticating from 00:1f:90:ba:21:6c by local choice (
reason=3)

When booting without the device plugged in, the moment an app (eg
Skype) goes to use the webcam, a similar result is obtained.

Will look at testing the upstream kernel in the next couple of days.

Cheers
