Emilio, I don't speak about the debian/copyright but the orig tarball. I had several packages rejected by archive admins because the orig tarball didn't ship the LGPL (most of the files were under GPL but 2 were under LGPL) - linking in the debian/copyright to the LGPL shipped by the base- files package wasn't enough. These packages were accepted without changes into Debian.
