For what it's worth, I've found this inelegant workaround will get me on-line again after my E220 has been depowered:
CODE sudo usb_modeswitch -v 0x12d1 -p 1003 -V 0x12d1 -P 1003 -R Then unplug and replug the dongle, and now it will connect.
