** Description changed:

If a user drags a file past the border of the Desktop Dash, the Dash
should disappear. This allows the user to continuing dragging and then
drop the file onto a window that was occulted by the desktop dash.
There are two issues with the way this has been implemented that need to
  be fixed.

Issue 1: The Dash should not close until the pointer that is being used
to drag the file has passed the outer border of the Dash. Currently the
- Dash closes when the cursor passes the inner border.
+ Dash closes when the pointer passes the inner border of the Dash.

Issue 2: When the Dash closes, it should fade out over 100ms, not
  instantly
