An alternative approach (since there are those who would miss the feature, and wonder why it wasn't enabled), might be to have some of the major terminal emulators display some sort of status, alerting the user to the fact that the flow has been stopped, and to use the appropriate key to resume processing. The disadvantage to this is that it could be very impractical for some virtual ttys (such as the linux console), and would not apply to people who shelled into Ubuntu using some other term em.
