Starting with the upgrade from Kubuntu 11.04 to 11.10, Inkscape functions for
fill&stroke and align don't work. Clicking the icons or using keyboard
shortcuts cause the HD activity indicator to light, but nothing happens
on-screen. This doesn't appear to be an issue for other Inkscape users based on
response (and lack of) from the Inkscape Users mailing list.
